WHEREAS CODE ENFORCEMENT OFFICERS PROVIDE FOR THE SAFETY, HEALTH AND WELFARE OF THE CITIZENS IN THIS COMMUNITY THROUGH THE ENFORCEMENT OF BUILDING, ZONING, HOUSING, ANIMAL CONTROL, FIRE SAFETY, ENVIRONMENTAL AND OTHER CODES AND ORDINANCES. AND WHEREAS, CODE ENFORCEMENT OFFICERS ARE RESPONSIBLE FOR IMPROVING NEIGHBORHOOD AND THE QUALITY OF LIVES OF THE RESIDENTS IN THE COMMUNITY. AND WHEREAS EVERY DAY, ASSISTED BY SUPPORT AND PROGRAM STAFF, THEY ATTEMPT TO PROVIDE QUALITY CUSTOMER SERVICE TO THE PUBLIC FOR THE BETTERMENT OF THE COMMUNITY. AND WHEREAS TOO MANY TIMES THEIR EFFORTS GO UNNOTICED, EVEN AFTER CODE COMPLIANCE HAS BEEN ACCOMPLISHED DUE TO THEIR EFFORTS AND EXPERTISE. AND WHEREAS CODE ENFORCEMENT OFFICERS ARE DEDICATED, WELL TRAINED AND HIGHLY RESPONSIBLE INDIVIDUALS WHO TAKE THEIR JOB SERIOUSLY AND ARE PROUD OF THEIR DEPARTMENT AND THE LOCAL GOVERNMENT WITHIN WHICH THEY SERVE. AND WHEREAS THE FLORIDA ASSOCIATION OF CODE ENFORCEMENT HAS DECLARED THE FIRST WEEK OF JUNE BE SET ASIDE BY LOCAL GOVERNMENT TO HONOR AND RECOGNIZE THEIR CODE ENFORCEMENT OFFICERS. NOW, THEREFORE, I. CHOPPER DAVIS, MAYOR OF THE CITY OF NEW PORT RICHEY, DO HEREBY DESIGNATE THE WEEK OF JUNE 1ST THROUGH FIVE, 2026 AS CODE OFFICER CODE ENFORCEMENT OFFICERS APPRECIATION WEEK. THANK YOU. THANK YOU SIR. AND WE KNOW THAT CODE ENFORCEMENT OFFICERS PLAY A VITAL ROLE IN KEEPING OUR COMMUNITY SAFE, CLEAN, AND THRIVING. THERE'S NO DOUBT ABOUT THAT. THEY SAFEGUARD THE HEALTH, SAFETY AND WELFARE OF THIS COMMUNITY AND COMMUNITIES THROUGHOUT THE UNITED STATES THROUGH THE ENFORCEMENT OF OUR CODES, CITY CODES, BUILDING CODES, ZONING RULES, HOUSING STANDARDS, ENVIRONMENTAL STANDARDS, ETC. CODE ENFORCEMENT OFFICERS ARE HIGHLY TRAINED, DEDICATED AND HIGHLY RESPONSIBLE INDIVIDUALS WHO TAKE THEIR RESPONSIBILITIES VERY SERIOUSLY. TOO OFTEN, THEIR VALUABLE CONTRIBUTIONS GO UNNOTICED. SO TONIGHT WE TAKE THE TIME TO PUBLICLY SAY THANK YOU TO YOUR DEDICATED SERVICE AND FOR ALL THAT YOU DO FOR THE BETTERMENT OF OUR COMMUNITY. SO HERE WE HAVE OUR CODE ENFORCEMENT DIVISION. AND OF ALL THOSE CASES WE WORK, THE COMPLAINTS WE GET ARE INFINITESIMAL. YOU ALWAYS HAVE THOSE 1 OR 2 THAT ARE GOING TO COMPLAIN, THAT ARE NOT GOING TO BE ABLE TO OWN THEIR MISTAKES OR OWN THEIR RESPONSIBILITY, AND COMPLAIN ON CODE ENFORCEMENT. MOST IMPORTANTLY, IT TRANSFORMS AN UNDERUTILIZED SPACE INTO A DESTINATION THAT BENEFITS THE ENTIRE COMMUNITY. NOT A PRIVATE INTEREST, BUT A PUBLIC ONE. THE CRA EXISTS TO HELP REMOVE BARRIERS, ENCOURAGE REVITALIZATION, AND SUPPORT PROJECTS THAT ENHANCE QUALITY OF LIFE, AND THIS PROJECT ALIGNS DIRECTLY WITH THOSE GOALS. IT REPRESENTS INVESTMENT IN PEOPLE, IN EDUCATION AND ECONOMIC DEVELOPMENT, AND IN LONG TERM VISION FOR OUR CITY. WE GET OUR WOOD AND STUFF FROM CANADA. SO THE PRICES HAVE GONE UP SINCE 2023. AND IRMA DAMAGE, THE DAMAGE HAS INCREASED. THEY CAN'T DO IT FOR 83, $83,000 ANYMORE PLUS INFLATION. EVENING. I JUST ATTENDED THE STRATEGIC MEETING ADDRESS. I'M SORRY. DAISY THOMAS, 5703 TENNESSEE AVENUE. I JUST ATTENDED ONE OF TWO STRATEGIC PLAN MEETINGS FOR THE 2627 STRATEGIC PLAN. FIRST, A QUESTION WHERE IS THE 2526 STRATEGIC PLAN? THE COVER MEMO REFERENCES THE 25 REVIEW, BUT THERE IS NO DOCUMENT PUBLICLY AVAILABLE ON THE CITY WEBSITE.

REFLECTING WHAT WAS DECIDED THAT YEAR. THE BUDGET AND THE CIP EXIST AND ARE POSTED. THE STRATEGIC PLAN, WHICH IS SUPPOSED TO BE THE GOVERNING DOCUMENT THAT THESE BUDGETS FLOW FROM, IS SIMPLY MISSING FROM THE PUBLIC RECORD FOR THAT YEAR. THAT'S NOT A MINOR OVERSIGHT. IT MEANS THAT EITHER THE 2025 REVIEW PRODUCED NO UPDATED DOCUMENT, OR IT PRODUCED ONE THAT WAS NEVER MADE PUBLICLY AVAILABLE. EITHER WAY, RESIDENTS HAVE BEEN OPERATING WITHOUT ONE BEFORE ADOPTING 2627 STRATEGIC PLAN. RESIDENTS DESERVE TO SEE WHAT WAS ACCOMPLISHED AND WHAT WAS DEFERRED. WE ARE BEING ASKED TO EVALUATE A NEW PLAN WITHOUT A LEDGER FOR THE OLD ONE, AND THAT'S WORTH CORRECTING BEFORE ADOPTION. NOW ON TO ARTIFICIAL INTELLIGENCE, WHICH IS REALLY THE MEAT OF WHY I'M HERE. I WORK IN POLICY AND GOVERNANCE, SPECIFICALLY IN AI AND EMERGING TECHNOLOGY, AND IN MY OPINION, IT IS ONE OF THE HIGHEST STAKES FOR THIS CITY. I APPRECIATE THE INSTINCT HERE. BUILDING GOVERNANCE INFRASTRUCTURE BEFORE DEPLOYING AI TOOLS IS AHEAD OF WHERE MOST MUNICIPALITIES ARE, AND I WANT TO ACKNOWLEDGE THAT GENUINELY. AND HERE IS WHAT CONCERNS ME. THE PLAN COMMITS TO DEPLOYING MICROSOFT COPILOT OR EQUIVALENT ACROSS ELIGIBLE DEPARTMENTS. WHATEVER TOOL GETS CHOSEN WILL HAVE ACCESS TO CITY DATA, INCLUDING PERSONNEL RECORDS, PERMITTING FILES, UTILITY ACCOUNTS, AND CONSTITUENT COMMUNICATIONS. IF THE CONTRACT HAS UNFAVORABLE DATA RETENTION TERMS, OR IF THE VENDOR USES CITY DATA TO TRAIN ITS MODELS, THE CITY MAY NOT FIND OUT UNTIL SOMETHING GOES WRONG. AND WHEN SOMETHING GOES WRONG WITH AI TOOLS, IT TENDS TO GO WRONG PUBLICLY. THE 2627 PLAN COMMITS TO AN AI ACCEPTABLE USE POLICY. THAT'S GOOD, BUT AS WRITTEN, IT IS AN INTERNAL STAFF DOCUMENT. THERE IS NO COUNCIL VOTE ON IT DESCRIBED. THERE IS NO PUBLIC COMMENT PROCESS. THAT MEANS THAT RESIDENTS HAVE NO FORMAL OPPORTUNITY TO KNOW WHAT THE POLICY SAYS OR HOW THEIR DATA IS BEING USED UNTIL AFTER IT IS ALREADY IN EFFECT. NOW I WANT TO RAISE SOMETHING SPECIFIC AND WITH THE UTMOST RESPECT. THE POLICING SECTION OF THIS PLAN REFERENCES USING ADVANCED SURVEILLANCE TECHNOLOGY AND CRIME DATA ANALYSIS TO IDENTIFY HIGH RISK AREAS. LICENSE PLATE READERS, INCLUDING SYSTEMS LIKE FLOCK, GENERATE AND RETAIN DATA ON THE MOVEMENTS OF EVERY VEHICLE THAT PASSES A CAMERA, NOT JUST VEHICLES CONNECTED TO CRIMES. THAT DATA IS RETAINED AND IS SEARCHABLE AND, DEPENDING ON THE CONTRACT, MAY BE ACCESSIBLE TO THIRD PARTIES OR OTHER LAW ENFORCEMENT AGENCIES WITHOUT A WARRANT REQUIREMENT. THAT IS AN AI APPLICATION. DISCUSSION REGARDING THE PASCO COUNTY'S PROPOSED MUNICIPAL SERVICE TAXING UNIT FOR PARKS, RECREATION, NATURAL RESOURCES. I'VE BEEN HAVING SOME DISCUSSIONS WITH THE COUNTY ADMINISTRATOR, AND I'VE BEEN KEEPING YOU UP TO DATE ON THOSE IN RELATIONSHIP TO THE FACT THAT THEY HAD PROPOSED A LAW ENFORCEMENT MSTU, WHICH IS A MUNICIPAL SERVICE TAXING UNIT.

AND HE REPORTED TO ME A FEW WEEKS AGO THAT THEY WOULD NOT BE PURSUING A LAW ENFORCEMENT MSTU AFTER ALL. BUT HE DID INDICATE THAT THEY WOULD BE PURSUING AN MUNICIPAL SERVICE TAXING UNIT FOR PARKS, RECREATION AND NATURAL RESOURCES, AND ASKED THE CITY TO SUPPORT THEIR EFFORTS IN THAT RESPECT. AND MSTU, AS I'M SURE YOU ALL KNOW, IS A SPECIAL TAXING DISTRICT THAT A COUNTY CAN EFFECTUATE UNDER FLORIDA STATUTE, WHICH ALLOWS THEM TO CREATE A DISTRICT TO ENABLE BENEFITS TO CERTAIN UNITS WITHIN THE COUNTY, AND THEY CAN PROVIDE SPECIAL SERVICES. AND IN THIS CASE, THEY'RE PROPOSING TO PROVIDE RECREATION SERVICES, SO TO SPEAK. AND. WHAT THEY'RE PROPOSING TO DO IS TO REDUCE THEIR GENERAL OPERATING MILLAGE BY TAKING OUT PARKS, RECREATION AND NATURAL RESOURCES, AND THEN REPLACING THAT WITH THE MUNICIPAL SERVICE TAXING UNIT IN THE SAME AMOUNT. HELP ME OUT, PETE. IF I MISSPEAK. AND SO THERE WOULD NOT BE ANY DIFFERENCE IN THE TAX AMOUNT PAID BY OUR RESIDENTS. THE DIFFERENCE WOULD BE THE MSTU WOULD BE ABSORBED IN OUR MILLAGE RATE, SO OUR MILLAGE RATE WOULD ACTUALLY GO UP. THEY PROVIDED A COUPLE OF DIFFERENT SCENARIOS BECAUSE THEY WEREN'T SURE WHAT SCENARIO THEY WERE GOING TO GO WITH TODAY. THEY PROVIDED AN ORDINANCE THAT THEY WANTED US TO ADOPT TO SUPPORT YOUR VOTE, WHICH WE COULDN'T REVIEW AND FORMAT IN THE APPROPRIATE FORMAT TO PRESENT TO YOU THIS EVENING. AND IN ADDITION TO THAT, WE HAVE THE, THE, THE ACTION THAT'S TAKING PLACE AT THE STATE LEVEL RELATED TO PROPERTY TAXES. AND AS YOU CAN SEE FROM THE CHART IN, IN ONE OF THE SCENARIOS, OUR MILLAGE RATE GOES UP TO 8.7988, WHICH TAKES US DANGEROUSLY CLOSE TO THE CAP, WHICH IS TEN. AND I WANT JUST A LITTLE BIT OF TIME, TWO WEEKS TO FULLY ASSESS THIS, TO MAKE SURE THAT IT'S THE RIGHT THING TO DO. BECAUSE IF WE DO LOSE OUR PROPERTY TAXES IN THE NUMBER THAT'S BEING PROPOSED BY THE GOVERNOR, I WANT TO MAKE SURE THAT IF PERCHANCE I HAVE TO SAY, LET'S RAISE OUR MILLAGE RATE, THAT WE HAVE ENOUGH ROOM TO RAISE IT APPROPRIATELY, TO CONTINUE TO PROVIDE THE SERVICES THAT WE PROVIDE AND THAT YOU'LL WANT TO PROVIDE GOING FORWARD WITHOUT HURTING US. BY ACCEPTING THE MSTU INTO OUR MILLAGE RATE. SO I JUST WANT TO JUST THINK A LITTLE CAREFULLY. ANYBODY HAVE ANY QUESTIONS? YEAH I DO. YES, SIR. JUST TO ADD ON TO THAT DISCUSSION, THE IMPORTANT THING TO NOTE IN THE WAY IN WHICH YOU'VE DESCRIBED IT, IS WE DON'T HIT OUR MILLAGE CAP. OUR MILLAGE CAP REDUCES DOWN TO 9.5 FROM TEN. I CAN'T THINK OF ANY SCENARIO IN TODAY'S ENVIRONMENT WHERE WE'RE GOING TO REACH THE MAXIMUM MILLAGE RATE AND OTHER CITIES IN DIFFICULT SITUATIONS AS WELL. SECONDLY, THERE ARE OTHER FORMS OF REVENUE AND THERE ARE SERVICE, FOREST SERVICE FEES AND NON-AD VALOREM FEES. AND SO I THINK THAT IT'S IMPORTANT TO RECOGNIZE THAT SEVERAL YEARS AGO, SOME OF US WILL REMEMBER THE COUNTY MADE A PITCH IN ORDER TO BECOME A CHARTERED COUNTY. AND IN A CHARTERED COUNTY, THEY WOULDN'T HAVE TO HAVE A MUNICIPAL SERVICE TAX. THEY WOULD BE A MUNICIPALITY, JUST LIKE MOST OF THE COUNTIES THAT ARE BIGGER THAN US. SO THE REALITY IS AS AS COUNTIES GET BIGGER, THEY START PROVIDING MUNICIPAL SERVICES. AND SO WHAT THEY'RE SAYING IS THAT THEY WANT TO DECLARE PARKS AS A MUNICIPAL SERVICE. SO WHAT THIS DOES IS IT PLAYS INTO OUR POSITION THAT WE'VE TAKEN, THAT WE SHOULD BE RECEIVING SOME OF THE RECREATIONAL DOLLARS THAT ARE OUT THERE BACK TO THE CITY FOR THE FOLKS THAT WE THAT WE TAKE CARE OF AT THE REC CENTER. SO I THINK IN THE TWO WEEKS OF THIS DISCUSSION THAT WE NEED TO FURTHER ALONG THAT DISCUSSION OF THE RECREATIONAL SERVICE AREA AGREEMENT, BECAUSE IF WE CAN COME TO THAT, WE CAN ACTUALLY BE IN A GOOD POSITION TO REALLY SUPPLEMENT OUR OWN RECREATION BUDGET THROUGH THE COLLECTION THAT THEY'RE GOING TO DO. AND IF WE SAY NO AND THEY DON'T COLLECT ANYTHING FROM US, THEN THEY'RE NOT GOING TO SHARE ANYTHING WITH US, WHICH WAS THE INITIAL INTENT BECAUSE WE'VE BEEN PAYING ALL ALONG TO BEGIN WITH. SO IF THEY LOWER THEIR MILLAGE RATE AND THEY ARE ALLOWED TO HAVE UP TO TEN MILLS IN MUNICIPAL ON TOP OF THEIR TEN MILLS, SO COUNTIES GET AN ADDITION ABOVE THE TEN MILLS IN IN THE LEGISLATION TO PROVIDE NOT JUST COUNTY SERVICES, BUT MUNICIPAL SERVICES. SO WE'VE ALWAYS THOUGHT ABOUT THE ARGUMENT OF DOUBLE TAXING THAT WE'RE PAYING FOR ALL THE LIBRARIES WE'RE PAYING TO BUILD THEM. WE'RE PAYING FOR THE BIG PARKS ACROSS THE COUNTY. AND A LOT OF THAT IS COMING TO SOME DEGREE FROM IMPACT FEES. SO I DO WANT TO INTRODUCE TO YOU SOME OF THE WHAT I THINK ARE NEGOTIATIONS THAT MIGHT BE PART OF THIS SOLUTION, WHICH IS THAT THE CITY WOULD RECOGNIZE THAT WE'VE

GONE PAST THE STAGE OF TRYING TO BUILD OUR CRA AND INTO THE STAGE OF OPERATION OF ALL OF THESE THINGS THAT WE'RE BUILDING AND MANAGING. AND IN THAT OPERATION PHASE, WE HAVE OF THIS $8 MILLION PLUS THAT'S COMING IN EVERY YEAR TO THE CRA. WE HAVE THE ABILITY, WHICH WE'VE BEEN DOING WITH THESE DEVELOPMENTS, TO HELP PAY SOME OF THESE FEES. SO IF, FOR EXAMPLE, WE WHICH WE NOT COLLECTED AS MANY OTHER PLACES HAVE TRANSPORTATION IMPACT FEES OR RECREATION IMPACT FEES, WHICH I THINK ARE ABOUT 5000 OR CONSIDERABLE AMOUNT OF MONEY PER HOME PER NEW HOME THAT EVERYONE IN THE COUNTY PAYS WHEN THEY BUILD A HOUSE. SO IF WE PLAY OUR CARDS RIGHT, I THINK THE ANSWER FOR US IS TO HAVE AN ALTERNATIVE REVENUE SOURCE TO DO THE THINGS WE NEED TO DO BY PICKING UP THOSE IMPACT FEES ON THE NEW DEVELOPMENT, AND THEN WE CAN DETERMINE WHEN THAT NEW DEVELOPMENT WANTS TO COME IN.

IF IT'S A KIND OF DEVELOPMENT WE WANT, AND IF IT'S A KIND OF DEVELOPMENT WE WANT, WE CAN THEN APPEAL TO THE CRA TO PAY THOSE IMPACT FEES THAT GOES INTO A FUND, AND THEN IT FORCES US TO WORK WITH THE COUNTY TO TO WIDEN THE ROAD ON MADISON OR FIX MASSACHUSETTS AVENUE, BECAUSE RIGHT NOW, THEY'VE KEPT US AWAY FROM ANY OF THOSE IMPACT FEES BECAUSE WE DON'T COLLECT THEM. SO I THINK THAT REALLY WHAT'S HAPPENING IS THAT WE'RE GOING TO EITHER BE FORCED TO SAY, WE'RE GOING TO BE PARTNERS WITH YOU AS A COUNTY, OR IF WE SAY NO, THEN THEY'RE NOT GOING TO SHARE ANYTHING WITH US. WE'LL CONTINUE TO GIVE FREE LIBRARY SERVICE, REPRESENT RECOGNIZING THE SERVICE WE GIVE TO SO MANY PEOPLE OUTSIDE OF OUR CITY. SO EFFECTIVELY. I THINK THE END OF THE LINE IS I DON'T SEE ANY ELECTED BODY EXCEEDING A TEN MIL CAP THAT'S PUT ON US. SO SPEAKING AS A POLICY MAKER, WE'VE BEEN TRYING TO DROP THAT MILLAGE RATE EVERY YEAR. THERE ARE A LOT MORE THAT ARE CLOSER TO THE EDGE THAN WE ARE, AND THERE'S GOING TO BE A LOT OF SOLUTIONS THAT WILL HAVE TO HAPPEN. THIS ISN'T A NEW PORT RICHEY ISSUE WITH THE STATE, THE GOVERNOR AND THE. AND IT MAY NOT PASS. AND IF IT DOES, THEN THE COMMERCIAL PROPERTIES, THE THE RENTAL PROPERTIES ARE GOING TO BE HIT HARD JUST IN ORDER TO PROTECT THOSE FOLKS THAT HAVE OWNED THEIR HOUSES FOR A LONG TIME. WITH THAT $250,000 EXEMPTION.

SO WHEN I SEE THE NEWS, IT'S ALMOST LIKE PROPERTY TAXES ARE GOING TO GO AWAY. KIND OF LIKE TAXES ON SOCIAL SECURITY WERE GOING AWAY. THEY DIDN'T GO AWAY FOR ME BECAUSE THEY ONLY GO AWAY FOR PEOPLE WITHIN CERTAIN INCOME LEVELS AND WITHIN CERTAIN SITUATIONS. FOR SOMEONE THAT OWNS A SMALL HOUSE THAT DOESN'T PAY MUCH ALREADY, THEY'RE NOT GOING TO GET THE BENEFIT OF THE $250,000 EXEMPTION. BUT A LOT OF STUDY WOULD HAVE TO HAPPEN ON THE BALLOT IN NOVEMBER TO HAPPEN IN 97 TO BE $100,000 ADDITIONAL EXEMPTION AND A LOT OF ADJUSTMENTS THAT CAN HAPPEN BETWEEN THEN. SO I THINK I'M GOING TO CONTINUE TO TRY TO FIND A POSITIVE SOLUTION SO WE CAN ACCEPT THAT.
