IT IS IMPORTANT IN THAT IT AFFIRMS THE WAY THAT WE ALLOCATE RESOURCES FOR THE UPCOMING YEAR AS IT GUIDES US THROUGH THE BUDGET PROCESS, AND IT GIVES US A CHANCE TO ASSESS WHAT HAS BEEN ACHIEVED OVER THE LAST FISCAL YEAR. AND ADDITIONALLY, AND MORE IMPORTANTLY, IT GIVES US A CHANCE TO ASSESS WHETHER OR NOT WE'RE ON TASK OR NOT AND WHETHER OR NOT THE GOALS AND OBJECTIVES THAT ARE SET FORWARD IN THE PAINT IN THE PLAN ARE STILL ORGANIZATIONALLY APPROPRIATE AND PRUDENT OR NOT. AND I RELY ON YOU TO HELP ME IN MAKING THE DETERMINATION AND PROVIDING THE DIRECTION NECESSARY TO KEEP OUR CITY RESOURCES FOCUSED. AND THAT'S PART OF THE DISCUSSION THAT WE'LL BE HAVING TONIGHT. THE VISION STATEMENT, OUR ORGANIZATIONAL VALUES AND OBJECTIVES AND THE STRATEGIC OBJECTIVES. ORIGINALLY, THIS PLAN WAS ADOPTED IN 2016. I BELIEVE THAT IT HAS SERVED US WELL AND AND THERE HAVE BEEN VARIOUS RENDITIONS OF IT OVER THE YEARS. THERE ARE ACTUALLY 12 CURRENTLY STRATEGIES INCLUDED IN OUR STRATEGIC PLAN. AND THE FIRST AND IT IS TO, IS TO INCREASE OUR TAX BASE. AND WHAT THAT MEANS TO US IS THAT WE WANT TO INITIATE PROGRAMS AND POLICIES THAT POSITIVELY IMPACT NOT ONLY THE NUMBER OF PROPERTIES REFLECTED IN THE TAX BASE, BUT THAT WE MOTIVATE, REINVESTMENT AND STIMULATE AN INCREASE IN TAXABLE VALUE OF THE PROPERTIES THAT CURRENTLY ARE IN AND ACCOUNTED FOR IN OUR TAX BASE. THE SECOND STRATEGY IS TO IMPROVE HAS BEEN TO IMPROVE THE IMAGE OF THE CITY, AND THAT IS MEANT TO BE A MESSAGE TO THE STAFF THAT WE NEED TO ESTABLISH A BRAND IMAGE THAT REFLECTS THE QUALITY OF MUNICIPAL SERVICES AND AN ENHANCED QUALITY OF PLACE AND A DIRECTION TO ACTIVELY IDENTIFY AND PROMULGATE OPPORTUNITIES TO PROMOTE POSITIVE IMAGING MESSAGES ABOUT THE CITY. THE THIRD STRATEGY IS TO STRENGTHEN OUR RELATIONSHIPS, AND THAT HAS PROVEN TO BE VERY IMPORTANT TO US, NOT ONLY OUR CURRENT RELATIONSHIPS, BUT SEEKING PARTNERSHIPS OUTSIDE OF THOSE RELATIONSHIPS THAT RESULT IN EITHER SERVICE IMPROVEMENTS OR COST IMPROVEMENTS TO THE CITY.
BY WORKING TOGETHER WITH OTHER ORGANIZATIONS OR MUNICIPAL GOVERNMENTS, COMMUNICATING EFFECTIVELY IS THE FOURTH. BY PROVIDING UP TO DATE INFORMATION ABOUT CITY PROGRAMS AND SERVICES THROUGH THE USE OF EFFICIENT AND APPROPRIATE PLATFORMS. THE FIFTH IS TO COMMUNICATE CONTINUE COMMUNITY POLICING IMPROVEMENTS. THAT'S BEEN INHERENT, I THINK, TO THE SOME OF OUR SUCCESSES, AND IT IS INTENDED TO. ADVANCE EFFORTS TO IMPROVE THE PUBLIC

PERCEPTION OF DECREASED CRIMINALITY AND MAINTAIN A PROACTIVE STANCE IN REGARD TO CRIME IN THE CITY, INVESTING IN INFRASTRUCTURE IS ALSO A PRIORITY. MAINTAINING INVESTMENTS IN OUR ASSETS TO INCLUDE WATER, SANITARY AND STORM SYSTEMS, AND IMPROVEMENTS FOR ROADS, SIDEWALKS AND ALLEYS THAT SERVICE THE CITY. PROMOTING ENVIRONMENTAL STEWARDSHIP, WHICH IS POSITIONING THAT STEWARDSHIP AS AN ORGANIZATIONAL VALUE AND IMPLEMENTING PROGRAMS AND POLICIES THAT PROTECT THE ENVIRONMENT. THE FINAL FIVE ARE CULTIVATING HUMAN RESOURCES, WHICH MEANS ELEVATING HUMAN RESOURCE FUNCTIONS TO IMPROVE THE DEVELOPMENT OF EMPLOYEES AND A WORKPLACE CULTURE THAT IS BASED ON ORGANIZATIONAL VALUES.MAINTAINING A DYNAMIC AND CONNECTED DOWNTOWN AREA. ALSO A STRATEGY ENCOURAGING BY ENCOURAGING THE ACTIVATION OF THE DOWNTOWN AREA, BY CREATING A SENSE OF PLACE AND OFFERING OPPORTUNITIES FOR PUBLIC GATHERINGS, ADVANCED AND EMERGING TECHNOLOGIES HAS BEEN CALLED OUT AS A STRATEGY TO EXTEND, BAND AND INTEGRATE EXISTING TECHNOLOGIES AS NEW FEATURES REACH MARKET. AND AS WE GO THROUGH THE PLAN, YOU'LL SEE THAT WE HAVE DONE MUCH THIS YEAR. TO ADD TO THAT STRATEGY THROUGH OUR IT DIRECTOR AND IMPROVE CUSTOMER EXPERIENCE.

OUR ORGANIZATIONAL VALUES WERE TO PROVIDE QUALITY PUBLIC SERVICE, SEEK CONTINUOUS IMPROVEMENT, DEMONSTRATE RESPECT, COMPASSION AND INTEGRITY IN DECISION MAKING, ENSURE FISCAL RESPONSIBILITY, AND FOSTER AN INNOVATIVE AND CULTURAL DRIVEN WORKFORCE. THERE WERE ALSO SOME ORGANIZATIONAL GOALS AFFECTING GOVERNANCE AND PROFESSIONAL ADMINISTRATION. SAFE AND HEALTHY AND WELCOMING NEIGHBORHOODS. WE DO HAVE A PEDESTRIAN CROSSING INTERSECTION ENHANCEMENT AT MARINE PARKWAY AND U.S. HIGHWAY 19, AND ARE CONSIDERING A PEDESTRIAN OVERPASS AT US HIGHWAY 19 AT MAIN AND 19 AS WELL. I STOP YOU WHEN. WHEN DID THAT HAPPEN? WHEN THE BUS TRANSIT. THE HIGH SPEED BUS TRANSIT PROPOSAL CAME THROUGH AND THEY IDENTIFIED MAIN STREET AS ONE OF THE SPOTS, ONE OF THE WAS IT 7 OR 8 SPOTS, 12 SPOTS BETWEEN PINELLAS AND HER? AND, YOU KNOW, WASN'T IT ALL THE WAY TO HERNANDO COUNTY? NORTH AND JUST SOUTH OF THE AIRPORT? OKAY. SO WE STARTED LOOKING AT A POTENTIAL OVERPASS THERE SO YOU COULD CONNECT THE SOUTHBOUND AND NORTHBOUND PASSENGERS WITHOUT HAVING TO TRY TO CROSS TEN LANES OF TRAFFIC. ON 19. WE'VE LOOKED AT A GRANT REQUEST TO HELP US ON THAT, BUT AND WE'VE MET A LITTLE BIT WITH FDOT AND METRO METROPOLITAN PLANNING ORGANIZATION TO SAY, HEY, MAYBE WE WOULD LOOK AT THIS. SO COUNCILMAN MURPHY HAS BEEN WORKING WITH US ON THIS, KNOWING THAT IT'S GOING TO BE ONE OR THE OTHER, BUT WE HAVEN'T MOVED ANY FORWARD, FORWARD, FORWARD WITH THE MPO UNTIL WE KNOW A LITTLE BIT MORE ABOUT A GRANT, ONE OR THE OTHER BEING ONE. THAT WAS A PLAYGROUND FOR THE KIDS IN THE COMMUNITY. SO. IT DID SERVE A PURPOSE IN THAT REGARD. THE ONLY, THE ONLY IDEA THAT I HAD FLOATED, AND I JUST WANT TO BRING IT OUT AGAIN BECAUSE IT SEEMS TO HAVE BEEN MAYBE LOST OR NOT NEEDED. IT GOES BACK TO OUR READINESS FOR DISASTERS AND THE FACT THAT WE HAVE THE RED CROSS HAVING A FACILITY IN THE CITY. AND AN INTEREST IN THAT PROPERTY FOR OUR DOWNTOWN OF OF MISSOURI. RIGHT. COUNCILMAN PETERS, THIS WAS ONE OF THE THINGS THAT HE PARTICULARLY LIKED WHEN WE TALKED ABOUT THE STRATEGIC PLAN A COUPLE OF YEARS AGO, WORKFORCE HOUSING. MEET YOUR FIRST OBJECTIVE, WHICH I WOULD LIKE TO JUST JUMP IN AND SAY INCREASING THE TAX BASE IS A BROAD BASED QUESTION. AND I THINK THAT THERE HAS BEEN AN OVER EMPHASIS ON SIMPLY INCREASING THE TAX BASE FROM THE GENERAL FUND STANDPOINT, WHEN QUALITY OF LIFE AND ALL THOSE KIND OF THINGS. AND THIS BIG LIST OF PROJECTS WE HAVE IN MIND ARE ALSO GOING TO HELP ENHANCE THE EVERYBODY'S PROPERTY, NOT JUST THOSE ONE OFFS THAT WE DO. SO I DON'T DISAGREE AT ALL THAT THE TAX BASE, AND YOU SAID IT TO YOUR CREDIT THAT IT'S NOT THE ONLY THING. IT'S JUST ONE OF THE THINGS WE TALK ABOUT. BUT WHEN WE HAVE A PIECE OF PROPERTY THAT WE OWN THAT'S CURRENTLY NOT ON THE TAX ROLL, I THINK THAT IF THE EMPHASIS IS TO LOOK AT THEM AND DETERMINE, ARE THERE ARE THERE OTHER USES? AND I JUST FEEL THAT THAT LARGE OPEN SPACE PROBABLY WOULD BE NOT A BAD PLACE FOR EMERGENCY SUPPLIES AND WHATEVER ELSE THE RED CROSS IS USING THAT BUILDING FOR. I THINK THERE WOULD BE A STRONG DEMAND FOR US TO HAVE HAVE THAT.
