WE DID SOME PRETTY DETAILED THINGS OF WHAT REQUIRES, WHAT REQUIREMENTS ARE IN THERE.

UH, THE PURPOSE, OBVIOUSLY THE GOAL IS TO HELP, UH, SINGLE FAMILY HOMEOWNERS IMPROVE THEIR PROPERTIES AND MAKE THEM MORE VISUALLY APPEALING.

AS MOST OF OUR GRANTS, IT'S A DOLLAR FOR DOLLAR MATCH.

WE HAVE A CAP OF 25,000 AND THE THINGS THAT CAN BE INCLUDED OR DECORATIVE FACADE, UH, LANDSCAPING DRIVEWAY IMPROVEMENTS, UH, FENCING, DECK LIGHTING, THOSE KIND OF ISSUES.

WE ASKED CODE ENFORCEMENT.

WE SAID, WHERE WOULD BE THE BEST PLACE TO INSTIGATE TO START THIS PROGRAM THAT WOULD BE THE MOST BENEFICIAL IN, UH, REDUCING SLUM AND BLIGHT? OBVIOUSLY THE PURPOSE OF THE CRA, THEY CAME UP WITH THE AREA, KIND OF THE SOUTHWEST QUADRANT OF THE CITY, UH, BORDERED ON THE NORTH, UH, BY GULF DRIVE ON THE EAST BY HIGHWAY 19, UH, THE WEST MADISON, AND ON THE NORTH, THE SOUTHERN PART OF THE CITY.

SO THIS IS THE AREA WE WANT THE INITIAL BOUNDARIES TO BE IN FOR THE FIRST APPLICATIONS.

UH, AS I MENTIONED, UH, DIRECTOR BUTLER HAS MENTIONED THIS, UH, AT LEAST FOUR OR FIVE TIMES SINCE I'VE BEEN HERE, UH, TO GET THIS GOING.

UH, IT IS COMING FROM THE CODE ENFORCEMENT DEPARTMENT THROUGH THE CITY MANAGER, UH, THAT THIS IS A RECOMMENDED AREA.

UH, THAT BEING SAID, I WOULD'VE LOVED TO SEE SOME NUMBERS ON, UH, WHY THIS WAS DESIGNATED AS BLIGHT.

IS IT CODE VIOLATIONS? IS IT BASED ON, UM, UH, WHAT, WHAT WAS THE CRITERIA FOR THAT? AND I'M ASSUMING THIS IS THE BOUNDARY FOR WHAT WOULD BE, IS THIS JASMINE ESTATES? IS THIS A NEIGHBORHOOD SET BOUNDARY OR, UH, WHAT CONSTITUTED THIS SPECIFIC BOUNDARY CUTOFF? BUT IF YOU DON'T MIND GOING BACK A SLIDE, I WOULD ADD THAT IN THE ACTUAL APPLICATION, UH, THIS IS EXPANDED ON TO INCLUDE, UH, BUT NOT BE LIMITED TO A DA IMPROVEMENTS DRIVEWAY IMPROVEMENTS EX, UH, I MIGHT BE REDUNDANT WITH SOME OF THOSE, BUT, UH, EXTERIOR DOORS AND WINDOWS FENCING, UH, EXCLUDING CHAIN LINK, BARBED WIRE OR WOOD PANELS, PATIO DECKS CONNECTED TO THE HOME, EXTERIOR WALL REPAIR REPAIRS, EXTERIOR LIGHTING AND, UH, USES OF DESIGNS THAT THE CRA STAFF OR CRA BOARD DETERMINED WILL SUPPORT REDEVELOPMENT.

UH, THIS IS A, WHAT I WOULD BELIEVE IS ULTIMATELY A FIRST STEP, UH, IN WHAT COULD BECOME A, A EQUALLY BENEFICIAL PROGRAM.

TONIGHT, WE JUST APPROVED TWO GRANT APPLICATIONS FOR THE DOWNTOWN.

AGAIN, AND JUST RECENTLY WE HAD APPROVED GRANT APPLICATIONS FOR THE DOWNTOWN.

AND THERE'S AT LEAST ONE OTHER COUNCILMAN UP HERE, AND I KNOW OTHERS THAT AGREE THAT, UH, WHO HAVE COMMITTED TO THE IDEA THAT YES, WE NEED TO CONTINUE TO INVEST IN OUR DOWNTOWN, BUT OTHER PROGRAMS NEED TO EXIST FOR OUR COMMUNITY.

I WON'T GO AS FAR AS TO CALL THIS A PILOT.

WHAT I WILL SAY IS, IS IT'S A, IT'S AN OPPORTUNITY TO GET THE, THE GREASE ON THE WHEELS, GET SOME MOMENTUM, AND THEN WE CAN TALK ABOUT A MI BASED PROGRAMS FOR, UH, ROOF REPAIRS, HURRICANE HARDENING, UH, TO BE ABLE TO BUILD THIS OUT.

BUT THERE HAS BEEN A SUBSTANTIAL AMOUNT OF MONEY LEFT ON THE TABLE THE LAST COUPLE YEARS THAT HAS EITHER ROLLED OVER OR BEEN USED FOR OTHER PROJECTS WITHIN THE RESIDENTIAL GRANT FUNDING OF OUR CRA THAT TO GO FROM NOTHING TO SOMETHING THAT IS BEING ACTIVATED THAT WE CAN STAND BEHIND.

UH, I, I WILL TELL YOU PERSONALLY, I'LL BE KNOCKING ON DOORS IN THAT NEIGHBORHOOD TO PROMOTE THIS PROGRAM.

AND I WILL IN THIS, IT ALSO CALLS FOR OUR ABILITY TO PROMOTE WHAT IS SEEN, TO BE ABLE TO SAY, THIS IS WHAT THE CITY IS OFFERING.

WE'D LIKE TO DO MORE THINGS LIKE THIS.

WE'D LIKE TO GO INTO ANOTHER NEIGHBORHOOD AND INCREASE OR DECREASE THAT CRITERIA.

ASSUMING THE COUNCIL APPROVES THE CRITERIA TONIGHT, IT'S A ONE-TO-ONE MATCH.

UH, IT, IT HAS A MAX BUDGET.

I THINK IT'S FISCALLY RESPONSIBLE AND IT GETS STARTED ON, OTHER THAN THE CBDG HOUSING FUNDING, IT GETS STARTED ON THE RESIDENTIAL ASPECT OF GRANT PROGRAMMING FOR OUR CITY, BRINGING IT BACK, BECAUSE AS WAS POINTING OUT

AT A, A PREVIOUS FOX POP, UH, UH, PROGRAMS LIKE THIS EXISTED BEFORE.

AND SO RESURRECTING THEM AND BRINGING THEM BACK TO LIFE IS, IS SUPER CRITICAL IF WE'RE GOING TO COM, IF WE'RE GONNA BE HONEST, UH, WITH THE COMMITMENT THAT AT LEAST TWO OF US MADE UP HERE TO EXPAND INTO OUR NEIGHBORHOODS AND NOT, AND NOT BE, UH, STUCK ON JUST OUR DOWNTOWN.

SO I THINK IT'S A, IT'S A ONE, IT'S A WONDERFUL CONCISE PRESENTATION.

THE APPLICATION PROCESS IS EASY TO FOLLOW.

UH, THERE'S NOTHING IN THE APPLICATION THAT IN MY MIND CREATES A HARDSHIP, UH, FOR SOMEONE TO BE ABLE TO APPLY.

UH, THERE'S A LOT OF WHAT YOU CAN SEE ARE, AND I THINK THAT'S OUR CITY'S STRENGTH, IS FISCAL AND LEGAL, UH, GUARDRAILS, UH, TO PREVENT, UH, ANY SORT OF LIABILITY OR MISUSE OF, OF, OF FUNDING.

UH, AND SO I, I THINK IT'S A TIGHT KNIT, UH, PACKAGE AND IT, IT'S DONE IN A SHORT AMOUNT OF TIME, CONSIDERING AS, UH, COUNCILMAN ALTMAN OFTEN POINTS UP, UH, WE SHOULD BE STARTING, I KNOW AT LEAST ONE COUNTY AND ONE CITY, UH, JUST NORTH OF US IS ALREADY TALKING ABOUT THEIR BUDGET PROCESS AND STARTING THEIR WORKSHOPS.

AND SO, UH, IT, IT, WE'RE GONNA BE TALKING ABOUT NEXT YEAR'S FUNDING, BUT THEY'RE TRYING TO GET THIS OFF THE GROUND NOW.

SO I, I APPRECIATE THE CITY'S STAFF'S, UH, UH, WORK AND EFFICIENCY ON THIS.

SO YEAH, IT'S ONE NEIGHBORHOOD.

IT'S ONE THAT NEEDS IT.

UH, I'VE JUST HAVE TO SAY, YOU KNOW, AS THE CITY HAS, I MENTIONED THIS BEFORE AND I HAD A COMPLAINT TODAY ABOUT IT, WHICH IS THE LOOK OF OUR CITY, THE CURB APPEAL OF OUR CITY COMING IN ON MADISON STREET, THE LACK OF MAINTENANCE OF THE SIDEWALKS, THE, THE GRASS OVERGROWING, THE NEED FOR US TO MAKE IT PAY ATTENTION TO THAT.

AND IT'S NOT A COMPLAINT, KNOWING THAT FOLKS ARE WORKING HARD IN PUBLIC WORKS AND EVERYWHERE ELSE TO DO THINGS.

BUT WE HAVE A LOT OF ROADS, WE HAVE A LOT OF AREAS.

AND, UM, WHEN IT COMES TO ASKING PEOPLE TO DO LANDSCAPING, UM, AND I'M NOT SURE I HAVE A CLEAR UNDERSTANDING, UH, BUT I DON'T THINK THAT IT'S WORKING FOR US TO EXPECT THE RESIDENTS OF OUR COMMUNITY ON MAIN ROADS LIKE MADISON, TO BE TRIMMING THE EDGES, KEEPING THE CURVE LINES THAT, AND MAINTAINING THE SIDEWALKS.

UM, IT, IT REALLY, YOU'VE, YOU BROUGHT UP A SECTION THAT CODE ENFORCEMENT AND THE CITY HAS NEEDS IT.

AND I'M JUST GOING TO ASK IF, IF THAT'S THE CASE, IF THE CITY CAN ALSO LOOK AT ITS BUDGET IN THE CRA AND RECOGNIZE THAT THE CONDITION OF THAT ROAD AREA IS INSUFFICIENT.

IF WE CAN DO IT ON RIVER NORTH RIVER ROAD TO PUT LAMPPOSTS AND EVERYTHING ELSE UP, THEN WE SHOULD HAVE A MINIMUM LEVEL OF, OF, UH, OF OPERATION.

AND IF WE AREN'T DOING THAT ANYWHERE ELSE IN THE CITY, THEN THIS IS AN EXAMPLE OF SOMETHING THAT MAY WELL QUALIFY FOR CRA FUNDS TO PAY FOR CITY STAFF TO DO THE WORK OR TO HIRE ADDITIONAL FOLKS.

AND WITH THE SUMMER COMING UP AND PEOPLE NEEDING WORK, UH, MAYBE THIS IS A, A, A PROGRAM WHEN ALL THE GROWTH IS OCCURRING, BUT WHAT A DIFFERENCE IT WILL MAKE IF WE ARE ALSO, UH, SHOWING SOME LEADERSHIP AS A CITY IN AN AREA THAT WE SAY NEEDS TO BE PICKED UP.

UM, AND JUST DRIVE THAT AREA.

AND ONCE THAT BRIDGE GOES IN ON GRAND BOULEVARD, EVERYBODY'S GONNA BE DRIVING THAT AREA.

THAT'S GONNA BE THE ENTRANCE TO HALF THE TOWN, UH, THAT'S NOT ON HIGHWAY 19.

SO I WOULD ASK, YES, I'M APPROVING THIS, UH, MOTION, BUT SECONDLY, I WOULD ASK US TO PARTNER WITH THAT EFFORT, ALMOST LIKE WE DO CLEANUP DAYS.

IF THIS IS AN AREA OF CONCERN, MAYBE IT'S AN AREA OF CONCERN WE CAN LOOK AT AND SHOW WE'RE DOING SOMETHING AS WELL TO STIMULATE THAT RESPONSE.

UM, AND WE DON'T HAVE LANDLORDS THAT ARE KEEPING IT UP, AND MAYBE WE JUST TAKE CARE OF THOSE CORRIDORS AND SAY, THAT'S GONNA BE OUR RESPONSIBILITY.

YOU SAY THERE'S A STATUTE OR IT'S IN OUR LAWS, THAT IT'S THE RESPONSIBILITY OF THE PROPERTY OWNERS TO GO ALL THE WAY UP AND MAINTAIN THEIR SIDEWALKS.

AND SO JUST WEIGHING IN, IT'S NOT US TO MAKE THOSE CHANGES, BUT I WOULD HOPE THAT WE WOULD NOT BE TOO RESTRICTIVE.

SO STILL LOOKING BACK TO THOSE OLD PROMISES THAT WERE MADE, UH, THE COUNTY IN THEIR, UM, ACTION AFTER COVID ESTABLISHED A $2 MILLION, UM, ADDED $2 MILLION TO THE STAFF'S RECOMMENDATION FOR, UH, THE HARBOR'S, UM, REINVESTMENT FOR ECONOMIC DEVELOPMENT.

I DON'T KNOW THAT THAT HAPPENED, BUT THEY HAVE MONEY NOW.

AND, UM, AS A RESULT OF THAT, UH, NOT ONLY DID HE ATTEND, BUT SOME FOLKS FROM, UH, THE GROUP THAT'S TRYING TO PROMOTE THE SCIENCE AND DISCOVERY CENTER TO HAVE SOME KIND OF A TOURIST DRAW HERE.

WE'RE ALSO THERE AND JUST FOR INFORMATION FOR YOU ALL, UM, THEY'VE ASKED TO AND ARE INTENDING TO HOLD A, UH, THREE DAY SESSION WITH SOME EXPERTS AT, AND IT WILL BE HELD, I BELIEVE WE'VE GOT, UH, THE AREA OF THE REC CENTER FOR THAT AND, UH, MAKE SURE THAT THE INFORMATION GETS OUT TO ALL OF YOU.
