AND WHEREAS MAY 15TH, 2026 IS OBSERVED NATIONALLY AS PEACE OFFICERS MEMORIAL DAY IN HONOR OF THOSE LAW ENFORCEMENT OFFICERS WHO THROUGH THEIR COURAGEOUS DEEDS, HAVE MADE THE ULTIMATE SACRIFICE AND SERVICE TO THEIR COMMUNITY OR HAVE BECOME DISABLED IN THE PERFORMANCE OF DUTY. SO IN, IN MY REMARKS IN 1962, PRESIDENT JOHN F. KENNEDY SIGNED A PROCLAMATION DESIGNATING MAY 15TH AS PEACE OFFICER'S MEMORIAL DAY AND THE WEEK THAT INCLUDES THAT DATE AS NATIONAL POLICE WEEK. SO THIS IS ALWAYS A LITTLE TOUGH FOR ME, UH, TALK ABOUT THIS PARAGRAPH, BUT, UM, THESE ARE THE FACTS. SINCE 1776, THERE HAVE BEEN 27,354 KNOWN LAW ENFORCEMENT LINE OF DUTY DEATHS IN THE UNITED STATES. JUST TAKE A, TAKE A MOMENT TO REFLECT ON THAT NUMBER. YOU KNOW, SOME GIVE A LITTLE, SOME GIVE A LOT, BUT SOME GIVE ALL, UM, IN FLORIDA, 978 OFFICERS HAVE LOST THEIR WIVES IN A LINE OF DUTY WITH MY FORMER COLLEAGUE AND FRIEND, OFFICER CHILD CONDUCT JUNIOR, WHO WAS SHOT AND KILLED IN THE LINE OF DUTY ON DECEMBER 21ST, 2024. BEING A BEING AMONG FARRO HAS FALLEN HEROES. POLICE WEEK IS AN IMPORTANT TIME TO HONOR AND REMEMBER THE SACRIFICES MADE BY LAW ENFORCEMENT OFFICERS WHO HAVE GIVEN THEIR LIVES IN THE LINE OF DUTY. IT WAS ALSO A TIME TO EXPRESS GRATITUDE TO THE BRAVE MEN AND WOMEN AND CONTINUE, OR WHO CONTINUE TO SERVE AND PROTECT OUR COMMUNITIES EVERY DAY. I PERSONALLY UNDERWRITTEN MORE RENTAL PROJECTS THAN PROBABLY ANYONE IN PASCO COUNTY HAS MOSTLY BEEN AFFORDABLE. BUT THE METHODOLOGY'S THE SAME. AT THE MINIMUM YOU NEED TO LOOK AT THE PROJECT COSTS, SOURCES AND USES THE PRO FORMA, THE FINANCIAL CAPACITY OF THE DEVELOPER POTENTIAL COMMIT TO OBTAINED BY THE DEVELOPER, THE DEBT SERVICE COVERAGE RATIO, CONTRACTOR, RESUME, DEVELOPER RESUME, AND THE PROPERTY MANAGER RESUME. THE THINGS HAVE CHANGED IN THE FIVE OR SIX MONTHS SINCE THIS FIRST WAS CAME TO, UH, YOUR COUNCIL. YOU HAVE NONE, NONE OF THESE. YOU APPROVE THIS FOR TWO MAIN REASONS AS FAR AS I CAN TELL TO DEVELOP A VACANT PROPERTY THAT ONCE WAS A GREAT TAX GENERATOR AND NOT PROVIDES MUCH IF AT ALL AS IT ONCE DID. AND THE PROMISE OF RETURN IN THE FUTURE OF TAX PAYMENTS. THE FIRST I CAN UNDERSTAND. THE SECOND IS WHAT CONCERNS ME. WE DON'T KNOW WHAT'S GONNA HAPPEN WITH PROPERTY TAXES. WE'LL NOT KNOW UNTIL NOVEMBER. WE DO NOT KNOW HOW BAD IT'S GONNA BE. WE DON'T KNOW WHAT'S GONNA BE ALLOWED, WHAT'S NOT GONNA BE ALLOWED. IT'S GOING TO BE ELIMINATED. IF THE DEVELOPER'S WILLING TO EARMARK A PERCENTAGE FOR PEOPLE UNDER 80% OF MEDIAN INCOME HOUSEHOLDS, THEN THERE'S A JUSTIFICATION FOR THE SUBSIDY. BUT FRANKLY, I CAN'T SEE A JUSTIFICATION FOR THE SUBSIDY OF THIS PARCEL. SOMEONE WILL DEVELOP THIS PARCEL WITHOUT A SUBSIDY. IT IS LARGE ENOUGH AND, UH, AND, AND CLOSE TO POPULATION CENTERS THAT IT WILL BE DEVELOPED BY SOMEBODY. THIS IS ORDINANCE, THIS NUMBER 20 26 23 55, AN ORDINANCE OF THE CITY OF NEWPORT, RICHIE, FLORIDA, PROVIDING FOR AMENDMENT OF CHAPTER THREE, SECTION THREE DASH FIVE, SUBSECTION D SUB SUBSECTION THREE OF THE NEWPORT RICHIE CODE OF ORDINANCES PERTAINING TO CONDITIONS FOR APPROVAL OF ALCOHOLIC BEVERAGE. SPECIAL EVENT PERMITS PROVIDING FOR AN INCREASE IN THE NUMBER OF PERMITS FOR NOT-FOR-PROFIT CORPORATIONS FROM THREE TO 12 PER YEAR PROVIDING FOR ENFORCEMENT, PROVIDING FOR CONFLICT, SEVERABILITY, AND AN EFFECTIVE DATE AS INDICATED BY THE CITY ATTORNEY. THE CHANGE IN THE ORDINANCE IS TO PERMIT NOT-FOR-PROFIT ORGANIZATIONS TO SELL ALCOHOLIC BEVERAGES IN COMPLIANCE WITH FLORIDA STATUTES, WHICH PERMITS THEM TO SELL UP TO 12 TIMES PER YEAR. OUR CURRENT ORDINANCE RESTRICTS THAT TO ONLY THREE TIMES PER YEAR. THAT IS THE ONLY CHANGE THAT IS MADE IN THE ORDINANCE. AND THE REASON, UM, THAT WE ARE REQUESTING THAT THIS CHANGE BE EFFECTUATED IS BECAUSE, UM, WE HAVE HAD SOME DIFFICULTY IN RESPECT TO FINDING NOT-FOR-PROFIT ORGANIZATIONS THAT ARE INTERESTED IN CONDUCTING SALES WITHIN THE CITY. NOW THE APPLICANT HAS SUBMITTED TO SWIFT MUD AND SWIFT MUD HAS REVIEWED THIS REQUEST AND APPROVED THE REVISIONS OF THIS DETENTION AREA FOR SEVERAL REASONS. AND, AND I DID SOME COLORS HERE TO TRY AND SHOW THIS AGAIN. THE RED AREA IS THE NEW BOUNDARY OF WHAT THEY'RE REQUESTING FOR THE DRAINAGE EASEMENT. THE DRAINAGE EASEMENT ORIGINALLY WENT OVER TO THIS AREA AND DOWN OVER THIS PROPERTY LINE. PRESENTLY, THIS IS ALL UPLAND AS IT EXISTS NOW, AND THIS IS WHERE THE SLOPE DRAINS OFF INTO THIS DRY DETENTION POND. THEY ARE PROPOSING TO EXCAVATE THIS AREA TO ACTUALLY INCREASE THE VOLUME OF THE DRY DETENTION BY APPROXIMATELY HALF AN ACRE. SO WITH THAT INCREASE OF THE DRY DETENTION AREA, SWIFT MUD APPROVED OR APPROVED THE REDUCTION OF THE DRAINAGE AREA, AND NOW IT'S COMING TO THE CITY COUNCIL BASED UPON THE SWIFT MUD APPLICATION AND THE APPROVALS FROM SWIFT MUD TO INDEED REDUCE THIS DETENTION AREA TO ALLOW FOR [00:55:01] THE EASEMENT TO BE ADJUSTED ACCORDINGLY. THE PURPOSE OF THIS BENEFIT IS TO PROVIDE A, AN OPPORTUNITY FOR CITY EMPLOYEES WHO PER, WHO IN LARGE PART, UM, HAVE HARDSHIPS, FINANCIAL AND OTHERWISE, UM, WHEN THERE ARE BREAKS OF, UH, SCHOOL PERIODS. UH, SO EXTENDING THIS TO THE CAMP PROGRAMS IS, IS, IS DEFINITELY SOMETHING WE, UH, WE SHOULD DO, UH, LOOKING TO THE LONG TERM AS THE CITY. I THINK THE NEXT ONE IS SUMMER CAMP. UH, THE COMMITTEE VETTED THESE TWO PROPOSALS AND VOTED UNANIMOUSLY TO RECOMMEND APPROVAL, UH, OF $1,750. UM, FUNDING ALLOCATION FOR THESE TWO PROGRAM SERIES, UM, INCLUDED IN YOUR PACKET IS SOME INFORMATION ABOUT EACH OF THESE SERIES. ONE IS CALLED THRIVE ON THE SQUARE, A COMMUNITY WELLNESS SERIES THAT WOULD OFFERED FREE TO PARTICIPANTS AND WOULD FEATURE A VARIETY OF BEGINNER CLASSES TAUGHT BY CERTIFIED INSTRUCTORS. THEY WOULD INCLUDE SUCH THINGS AS YOGA, TAEKWONDO, MEDITATION, TAI CHI, SOUND BATH, THAT TYPE OF THING. UH, THE SECOND SERIES IS CALLED SUNSHINE SESSIONS. THIS IS A INTERGENERATIONAL PROGRAM THAT WOULD OCCUR ONCE A MONTH. IT IS DESCRIBED AS A FEEL GOOD DAYTIME DANCE PARTY FOR ALL AGES WITH SUNSHINE HOUSE MUSIC AND GOOD VIBES ONLY. ALL AGES BEGINNER FRIENDLY, UM, AND COMMUNITY PARTICIPATION WOULD BE ENCOURAGED AND FREE FOR PARTICIPANTS. THAT'S THE ONE LOCATED THERE ON 64 20 PINE HILL ROAD. UM, AGAIN, AS YOU MAY RECALL, THE FORMER FLEET MAINTENANCE AND UTILITY [02:15:01] PURCHASING WAREHOUSE STORAGE BUILDING WAS DEMOLISHED IN EARLY 2026, AND AT THAT WAS A PART OF THE CONSTRUCTION OF THE NEW RMR FLEET MAINTENANCE FACILITY. THIS WORK CONCLUDED THE REMOTE REMOVAL OF THE ENTIRE STRUCTURE AND THE CONCRETE SLAB THAT WAS PLACED UPON TO PREPARE THE SITE FOR THE ROAD BASE AND THE ASPHALT INSTALLATION THAT YOU'LL SEE OUT THERE. NOW, PRIOR TO THE PAVING STAFF INITIATED A SUBSURFACE EVALUATION BY CENTRAL FLORIDA TESTING LABORATORIES AS PROPER GEOTECHNICAL ANALYSIS COULD NOT BE COMPLETED WHILE THE BUILDING WAS IN PLACE THERE. UM, THE TESTING IDENTIFIED SUBSURFACE ANOMALIES AND ESTIMATED THAT APPROXIMATELY 200 TO 250 CUBIC YARDS OF GROUT WOULD BE REQUIRED FOR STABILIZATION. AFTER THAT, THE, UH, STAFF ENGAGED HELICON LLC TO PERFORM EMERGENCY GROUTING STABILIZATION TOTAL OF 193 CUBIC YARDS OF GROUT WERE UTILIZED TO ADDRESS THE IDENTIFIED CONDITIONS. SUBSEQUENT TO THE COMPLETION OF THE WORK, UH, CENTRAL FLOORING TEST TESTING LABORATORIES, UH, PROVIDED A REPORT CONFIRMING THAT BASED ON THEIR EVALUATION DESIGNED AND FULL-TIME MONITORING OF THE GROUT OPERATIONS, THE STABILIZATION PROGRAM WAS SUFFICIENT ENOUGH TO ADDRESS THE ANOMALOUS AREAS WITHIN THE SCOPE OF WORK ON THE SITE. THE TOTAL COST FOR THE STABILIZATION EFFORT, AGAIN, WAS $77,660 AND 90 CENTS, AND FUNDING WAS AVAILABLE THROUGH THE STORMWATER UTILITY FUND. UM, AND A LOT OF THOSE ISSUES, WE, I, WE CONSIDERED AND IDENTIFIED WHEN WE FIRST STARTED THE CONSTRUCTION THERE, WE HAD IDENTIFIED A FEW ANOMALOUS AREAS THAT WOULD BE UNDER THE NEW STRUCTURE. THOSE WERE CORRECTED IN NOVEMBER OF 2024, I BELIEVE. IT MEANS WHATEVER, UH, DESERVING, UH, GROUP OF DEMOGRAPHICS THAT MIGHT BENEFIT, UM, THE POLITICS OF THE DAY THAT GETS SELECTED, WHETHER IT'S THOSE OF US THAT ARE OVER 65 THAT HAVE LIMITED INCOME, WHICH IS WHAT SOME OF THOSE PROPOSALS ARE. SO ALL OF THOSE PROPOSALS RELATED TO THE STATE ADJUSTING OUR PROPERTY TAXES WOULD NOT GO INTO EFFECT IN THE NEXT YEAR. [02:20:01] BUT I'M THINKING UNLESS THEY'RE MINIMAL AND ONES THAT THEY CAN APPROVE, BUT NOTHING MAJOR COULD HAPPEN WITHOUT BEING PUT ON THE BALLOT FOR THE RESIDENTS. AND, UH, I'VE NEVER HEARD THAT IT WOULD STRIP US FROM ALL OF OUR REVENUES. THE PROJECT THAT WAS A QUESTION WAS NOT A FOR SALE PROJECT, I DON'T THINK. UH, AND SO CONSEQUENTLY WOULD NOT BE SUBJECT TO A PROPERTY TAX, WHICH KIND OF ARGUES IN FAVOR OF MAKING SURE WE HAVE A SUBSTANTIAL AMOUNT OF PROPERTIES THAT WOULD BRING THEM IN IF PROPERTY TAXES WERE ELIMINATED. BUT WE HAVE MANY OTHER FORMS OF TAXES THAT COME INTO THE CITY. SALES TAX, COMMUNICATION TAX, UTILITY TAXES, UM, SHARE OF TAXES, UM, AND OTHER REVENUE SOURCES. UH, FOR EXAMPLE, OUR UTILITIES THEMSELVES, UM, THE CLAUDE PEPPER CENTER. UM, I JUST WANT TO MENTION WE DID APPROVE AN IN THE CONSENT AGENDA FOR AN AIR CONDITIONER, UH, REPLACEMENT. AND I WOULD LIKE TO ASK THAT, UM, THE HEALTH CLINIC DOESN'T TAKE UP ALL OF THAT SPACE, AND IF WE'RE GONNA FIX THE BUILDING UP, I WOULD LOVE TO SEE US SOLICIT SOME KIND OF SUPPORT FOR ADULT DAYCARE, WHICH IS WHAT THAT FACILITY WAS FOR. THE ALZHEIMER'S GROUP USED IT FOR THAT AT ONE POINT. THERE IS A NEED FOR THAT AND IF WE'RE GOING TO CONTINUE TO USE THAT SPACE, UM, I, I'D LIKE TO SEE THE POTENTIAL OF US, UM, WHETHER GO BACK TO AREA HC ON AGING OR WHOEVER, BUT, UM, IT WOULD BE GREAT FOR ADULTS AND WITH THE SENIOR CENTERS THAT ARE NEARBY AS WELL. UM, IF THERE ARE CAREGIVERS THAT HAVE, UH, CON THAT ARE TAKING CARE OF SOMEONE THAT, UM, THAT IS KEEPING THEM OUT OF HOSPICE, THAT CAREGIVER NEEDS A BREAK ONCE IN A WHILE. AND SO I'M A BIG ADVOCATE FOR WHAT WAS TO BE THERE, WHICH WAS A DAYCARE FOR, UM, FOR INDIVIDUALS, BUT JUST AS MUCH FOR THE CAREGIVERS TO KEEP THEM FROM HAVING SLEEP DEPRIVATION. AND FINALLY, JUST CONDOLENCES, TODAY WAS THE DAY OF THE FUNERAL FOR, UH, CHIP ROLAND WALLER, LONGTIME ATTORNEY, UH, ON MAIN STREET.
