I LIKE TO INDICATE TO YOU THAT WE'VE BEEN TALKING ABOUT NOW FOR OVER FOUR YEARS. IT IS AN EXCITING PROJECT, AND ONE IN WHICH. HAS BEEN BROUGHT ABOUT BY THE FACT THAT THE HCA COMMUNITY HOSPITAL VACATED ITS HOME ON GRAND BOULEVARD BACK IN 2012, WHICH AS AS INDICATED, WAS LOCATED ON GRAND BOULEVARD, JUST AT THE MARINE PARKWAY AND GEORGE STREET INTERSECTION. THEY HOUSED 160 BED FACILITY THERE AT THE TIME. AND WHAT IS PROPOSED THERE NOW IS $150 MILLION PROJECT, WHICH REPRESENTS ROUGHLY 300 APARTMENTS AND 153 RESIDENTIAL SINGLE FAMILY HOMES, ON WHAT IS A 24 ACRE SITE OF PROPERTY. THE CRA AGREEMENT, WHICH WAS PRESENTED TO YOU BACK ON SEPTEMBER 11TH OF 25, WILL BE BACK BEFORE YOU AT YOUR SECOND MEETING IN. NEXT SECOND MEETING IN MAY, BUT WE'LL BE CONDUCTING FIRST READINGS TONIGHT ON ORDINANCES RELATED TO VACATIONS OF SOME PUBLIC RIGHT OF WAYS.

AND WE'LL ALSO CONDUCT SECOND READINGS ON THOSE TOMORROW EVENING. YOU MAY BE WONDERING WHY WE'RE WE'RE DOING IT THAT WAY. SINCE THE DISCUSSIONS RELATED TO THIS DEVELOPMENT HAVE SPANNED SUCH A LONG PERIOD OF TIME, THE PROPERTY OWNER, WHICH IS HCA COMMUNITY HOSPITAL, HAS GROWN A LITTLE BIT IMPATIENT WITH THE DEVELOPER AND HAS ASKED HIM TO SPEED THINGS ALONG TO CLOSURE SO THAT THEY CAN CLOSE ON THE REAL ESTATE SALE OF THE PROPERTY, WHICH WILL ENABLE THEM TO FORMALLY GO FORWARD WITH THEIR THEIR CLOSING, AND THE DEVELOPER WILL THEN BECOME THE FORMAL OWNER OF THE PROPERTY AND BE ABLE TO COMMENCE WITH THE CONSTRUCTION DRAWINGS AND THE INITIATION OF THE CONSTRUCTION PROCESS ON THE REDEVELOPMENT OF OF THIS SITE. AND WE'RE VERY ANXIOUS FOR, FOR THAT TO OCCUR AS IT'S A FIRST RATE DEVELOPMENT, AND IT WILL BE A REAL COMPLIMENT TO THE CITY'S HOUSING STOCK. THE APPLICANT'S REQUEST IS ACTUALLY FOR ITEMS HIGH STREET, LOCATED BETWEEN GRAND BOULEVARD AND ASPEN STREET, THE EAST SIDE OF GRAND BOULEVARD. WATER STREET BETWEEN GRAND BOULEVARD AND HIGH STREET, AND THEN CONVEYANCE OF A SURPLUS PROPERTY THAT'S IN THE RIGHT OF WAY OF GRAND BOULEVARD. THESE ARE THE SAME VACATIONS AND ITEMS THAT YOU'VE SEEN HIGH STREET PREVIOUSLY. THIS WILL BE, I THINK, THE THIRD TIME. AND THEN THE OTHER ONES YOU SAW RECENTLY. AND THE REASON WHY WE'RE SEEING IT AGAIN THIS EVENING IS REVISIONS TO THE SURVEYS, INACCURACIES IN THE SURVEY. SO WE WANTED TO MAKE SURE TO, YOU KNOW, MAKE SURE THAT ALL OF THESE ITEMS ARE EXACT AND YOU VOTE ON THEM APPROPRIATELY. WHEN THE APPLICANT ASKED FOR THIS, THEY'RE STATING THAT THE PARCELS ARE PART OF THE APPROVED PLAN SUBMITTED WITH ZONING, AND THEY ARE NECESSARY TO CREATE A COHESIVE SITE SO THEY CAN BEGIN THE PLAT PROCESS. AND THEN SUBSEQUENT, AS MISS MAN SAY, BEGIN SITE CONSTRUCTION PERMIT DRAWINGS. AND WHAT I'VE HIGHLIGHTED HERE IN THE RED AREA IS THE FOCUS AREA WHERE ALL OF THESE RIGHT OF WAYS AND THE SURPLUS PROPERTIES EXIST. THEY'RE ALL UP IN THAT UPPER PORTION OF THE PROPERTY. NOW, THE LITTLE YELLOW RECTANGLE THAT WE HAVE IS CITY ACQUISITION PROPERTY THAT I'LL EXPLAIN AS WE GO THROUGH THIS. SPECIFICALLY, THE RED AREA IS HIGH STREET AREA ONE. THAT'S ONE ORDINANCE. THE SECOND ORDINANCE IS A PORTION OF GRAND BOULEVARD. THE RED SECTION. THE THIRD ORDINANCE IS THE PORTION OF WATER STREET TO BE VACATED, WHICH IS THE BLUE AREA. AND LAST BUT NOT LEAST, THE GREEN AREA IS THE SURPLUS CITY PROPERTY, A REMNANT PARCEL, SMALL REMNANT PARCEL THAT IS ASKED THAT HAS BEEN ASKED FOR ALSO TO BE DEEDED TO THE DEVELOPER. NOW, THE YELLOW RECTANGLE THAT I SHOWED YOU IS SOMETHING THAT'S INCLUDED IN THIS ORDINANCE WHERE IT. THIS IS WHERE THE FIRE STATION IS WHEN THE WHEN THE DEVELOPER ACQUIRES THE PROPERTY HAS TITLE TO THE PROPERTY, THEY WILL DEED THIS PORTION OF LAND. IT'S A VERY SMALL PARCEL OF LAND BACK TO THE DEED THAT. TO THE CITY AND WILL BECOME PART OF THE FIRE STATION DRIVEWAY AREA. THE ORDINANCE HAS SEVERAL CONDITIONS TO IT. I'LL SPEAK OF THEM IN A CURSORY MANNER, AND IF THERE'S MORE QUESTIONS, MR. DRISCOLL CAN GO INTO THAT. BUT THERE ARE THREE THREE SEPARATE ORDINANCE CONDITIONS. THERE'S TITLE CONDITIONS, WHICH BASICALLY SAYS THE DEVELOPER GETS THE RIGHT OF WAY AND THE SURPLUS PROPERTY, AND WE GET THE FIRE STATION PARCEL THAT'S INCLUDED. THERE ARE DEVELOPMENT CONDITIONS, WHICH BASICALLY SETS UP WITHIN 36 MONTHS VERTICAL CONSTRUCTION, UTILITIES AND BUILDING FOUNDATIONS NEED TO BE STARTED BY THE DEVELOPER. AND THEN IT IT COULD POTENTIALLY BECOME CONSIDERED ABANDONED IF THE DEVELOPER HAS NO INSPECTIONS ON ACTIVE PERMITS WITHIN ONE YEAR.

AND THE REASON WHY, AND THAT'S SHOWN WITHIN THE RED AREA, THAT RED AREA IS AGAIN, WHICH IS THE NORTHERN PARCEL THAT THE REASON WHY WE DID THAT IS FOR THE REVERSION CLAUSE. IF BY CHANCE, THOSE ITEMS IN THE DEVELOPMENT AGREEMENT AREN'T MET, THEN THE PROPERTY REVERTS OR COULD REVERT BACK TO THE CITY IF THERE'S NO DEVELOPMENT ACTIVITY. IT ALSO REQUIRES THAT A CERTIFICATE OF OCCUPANCY BE ISSUED ON THOSE. SO MY IF THAT'S CORRECT, I WOULD HAVE TO ASK IF YOU WANT TO MAKE SURE THEY GET A BUILDING PERMIT AND THAT IT'S ACTIVE AND THEY'RE UNDERWAY, HOW HOW IN THE WORLD WOULD IT WORK FOR THE CITY TO CONTINUE TO HAVE. AN INTEREST IN SOMETHING THAT MIGHT HAVE STRUCTURE ON IT TO GET IT BACK? THAT SOUNDS TRICKY TO ME FROM COMING FROM A FAMILY OF LAWYERS. YES. ONE IS THAT THEY BEGIN VERTICAL CONSTRUCTION JUST IN THAT UPPER CORNER, WHERE THE RIGHT OF WAYS ARE WITHIN 36 MONTHS. THE SECOND CONDITION IS THAT THEY CONTINUE THAT CONSTRUCTION, BASICALLY BY ENSURING THAT THERE'S AT LEAST A BUILDING INSPECTION EVERY ONE YEAR PERIOD. SO IF THEY GO LONGER THAN ONE YEAR WITHOUT HAVING AN ACTIVE PERMIT AND GETTING INSPECTION, THEN IF THOSE EVENTS, IF EITHER OF THOSE EVENTS OCCUR, THE CITY COULD TAKE BACK THE PROPERTY. THAT'S ALL IT SAYS. SO WE'VE TAKEN INTO ACCOUNT THE FACT THAT, YES, THERE'S GOING TO BE A POINT AT WHICH THERE'S GOING TO BE A BUILDING OR SOMETHING CONSTRUCTED ON THE ROAD. SOME OF THE MEMBERS OF THE COUNCIL DIDN'T LIKE THE LOOK OF THE BUILDING, OR THE FACT THAT IT CAME OUT TO THE STREET THAT WAS WHICH WAS FOLLOWING MAIN STREET THEORY. SO I THINK WHAT WE PROBABLY NEED TO MAKE SURE WE DO IS, IS AS WE GO FORWARD, HAVING MORE OUTREACH TO THE PUBLIC ABOUT OUR OUR REDEVELOPMENT EFFORTS, BECAUSE WE'RE THE CITY COUNCIL TONIGHT. AND SO WHEN THINGS ARE PUT OUT THAT SOMEBODY'S TAKING YOUR MONEY AS A TAXPAYER AND USING IT TO GIVE TO A DEVELOPER, THESE ARE INCENTIVES THAT ARE JUST NOT WELL ENOUGH. UNDERSTOOD. THIS IS ORDINANCE NUMBER 2026 2359. AN ORDINANCE OF THE CITY OF NEW PORT RICHEY, FLORIDA, PROVIDING FOR THE SALE OF SURPLUS CITY PROPERTY. WHEN YOU WERE THERE TO SUGGEST THAT WE NEEDED TO MOVE FORWARD. AND SO HERE WE ARE.
