THE THE POINT, THOUGH, THAT I THINK WE NEED TO MAKE IS WHETHER OR NOT WE AS A CRA, YOU WANT TO MAINTAIN THE PROGRAM RULE THAT YOU ARE ALLOWED TO USE A BUILD OUT GRANT FOR MORE THAN ONE ADDRESS AT THE SAME PROPERTY. SO. THE STRUCTURE THAT HAS MULTIPLE TENANTS IN IT IS CERTAINLY SOMETHING TO BE DISCUSSED, BUT I DON'T THINK IT'S FAIR TO THE APPLICANTS TO HAVE THEM BE THE TEST CASE. AND I KNOW THAT YOU CAN COMMUNICATE TO US INDIVIDUALLY AND PRIVATELY. I ALSO KNOW THAT A LOT OF REDEVELOPMENT ACTIVITY IS NOT MEANT TO BE OUT THERE IN BIG NOISE BEFORE THINGS HAPPEN. AND SO IT'S A BIT OF A TRICKY BUSINESS, BUT I THINK IT'S ONE THAT WHEN IT COMES TO US, I WOULD LIKE TO UNDERSTAND HOW MANY, YOU KNOW, WHERE WE'RE AT.SO I WON'T BE MAKING THE MOTION TO RECONSIDER THE VOTE. THE COMMENT WAS MADE BY THE CITY MANAGER ABOUT WHETHER THIS COUNCIL WANTED TO CONTINUE THE PRACTICE OF TWO ADDRESSES AT ONE PROPERTY QUALIFYING. AND MY QUESTION IS, WAS THAT CRITERIA NECESSARY? WAS THAT A CRITERIA THIS COUNCIL ORIGINALLY DEVELOPED, OR WAS THAT SOMETHING THAT WAS DEVELOPED IN-HOUSE WITH THE CITY MANAGER? BECAUSE I THINK THAT BRINGS THE. AND THAT'S MORE RHETORICAL IN NATURE AND THE FACT THAT I THINK IT BRINGS A LARGER CONVERSATION OF WHAT IS THE CRITERIA, BECAUSE I KNOW WE GAVE THE LEEWAY TO DEVELOP THE GRANTS, BUT SOME GRANTS POP UP, SOME GRANTS ARE TAKEN OFF THE WEBSITE, THEN THEY POP BACK UP. THERE WAS A WHILE WHERE GRANTS WERE PAUSED, NONE OF WHICH TOOK PLACE THROUGH A VOTE OF COUNCIL. SO I THINK THERE HAS BEEN A LITTLE BIT OF LIBERTY ON THE CITY MANAGEMENT'S PART WHEN IT COMES TO THESE GRANT PROGRAMS, WHICH, YOU KNOW, HAS ITS BENEFITS OF MAKING SURE ECONOMIC DEVELOPMENT IS HAPPENING, WHERE A COMPETITIVE CITY, THE CITY MANAGER, CAN MEET THE NEEDS OF A INTERESTED OR PROSPECTIVE DEVELOPER. I GET THAT, BUT THEN THE TAIL END OF IT IS MOMENTS LIKE THIS WHERE, I MEAN, THE ONLY REASON WE EVEN KNOW ABOUT THESE IS BECAUSE WE EVENTUALLY GOT THEM BACK TO THE CONSENT AGENDA. SO, YOU KNOW, WE'RE WITHOUT WITHOUT KNOWING THE SO THE FIVE, SEVEN, FOUR, THREE ADDRESS IN THE 5745 ADDRESS, THEY ARE ASKING FOR THIS GRANT FOR THE SAME PURPOSE, FOR THE SAME SCOPE OF WORK. IT WAS WRITTEN WHEN THE MCGOVERNS WERE DEVELOPING MAIN STREET LANDINGS. THEY HAD 15 RETAIL UNITS THAT THEY DID NOT BUILD OUT. THEY FOCUSED ON THEIR RESIDENTIAL UNITS. THEY FINISHED THEIR RESIDENTIAL UNITS, BUT THEY DID NOT KNOW WHO THEIR RETAIL TENANTS WERE GOING TO BE. SO THEY DID NOT FINISH THE WORK. THEY LEFT THAT FOR THE TENANTS TO DO TO ACCOMMODATE THEIR OWN SPECIFIC NEEDS. AND SO WE DEVELOPED A PROGRAM TO HELP SO THAT THEY COULD SPEC OUT WHAT THEIR INTERIOR FINISHES WERE GOING TO BE. SO THIS PROGRAM WAS INTENDED FOR THEM. SO THE RULE WAS WRITTEN IN. YOU CAN APPLY FOR MORE THAN ONE GRANT AT THAT BUILDING FOR EACH UNIT.
